Everyone will agree that the American tax system is a mess. Taxes are far too high, and the patchwork system is so complicated that even IRS officials don’t understand it. Hence the evident need for some sort of dramatic, even drastic, reform.

It may become harder for states to tax, as people find ways to avoid tax. But you are implying that there is some kind of fair/better taxation that may thus arise. The idea of tax is anathema to fairness. Rothbard provides an excellent analysis of this question.
