We look at the assignment of policy competences and delegation of powers in the EU and discuss different conceptions on the need and incentives for policy delegation/coordination. Economists’ idea of an “optimal” assignment revolving around the value of efficiency is contrasted with normative political propositions that centre on legitimacy and democratic representation. We will then discuss how political economists explain the delegation and sharing of policy responsibilities in the EU.
