honestly though the two way older, yet evergreen works that are relevant to today in many forms and that I'd recommend are: Vygotsky, Mind in Society [imo so relevant to all system building!] (+ also Dewey, Experience & Education - a quick read)

also, this oldie-but-goodie book -- Pasteur's Quadrant: Basic Science and Technological Innovation by Donald Stokes (1997) -- is probably still one of best books here/ frameworks for thinking about this (changed course of my career when I heard a talk reference it in grad school)
